ASSESSMENT OF MANAGERIAL COMPETENCY POSSESSED AND DEMONSTRATED BY TECHNICAL COLLEGE PRODUCTS EMPLOYED IN TERTIARY INSTITUTIONS IN ANAMBRA STATE, NIGERIA

Abstract
The study was carried out to ascertain the managerial competencies possessed and demonstrated by technical college Auto-Mechanics graduates employed in tertiary institutions in Anambra State, Nigeria. The study used one research question and one null hypothesis that guided the study. The study was carried out in all the accredited tertiary institutions in Anambra State. Survey research design was adopted because of its relevance in descriptive study, audience research and programme monitoring. The population of the study was made up of 110 heads of academic and non-academic departments that served as the supervisors of the products in the tertiary institutions. The population was considered manageable and there was no sample and sampling technique. Structured competency questionnaire validated by three experts from university of Nigeria was used for data collection. Data collected were analyzed using mean and standard deviation while the t-test statistics was used to test the hypothesis at 0.05 level of significance. The study revealed that products possed and demonstrated the seven managerial competency traits studied. Following the result of the study it was recommended that government and stake holder in Vocational Technical Education should continue to provide relevant resources inputs to encourage and sustain technical education at the technical college level among others.

RE-STRATEGIZING TECHNICAL AND VOCATIONAL EDUCATION AND TRAINING FOR SUSTAINABLE SOCIO-ECONOMIC DEVELOPMENT IN THE DEVELOPING COUNTRIES

Abstract
Technical and Vocational Education and training (TVET) plays a vital role in the socio-economic development of any nation. TVET has become a driving force of change in the modern world of galvanizing resources for national transformation, because it is founded on the idea of creating a platform for the youth to acquire the necessary skills needed to fit in properly to technical family and also become self-reliant. The recurring issue today however, is not so much about the value or importance of TVET, but how to ensure its relevance, responsiveness and value in an increasing global economy, especially in developing countries, which are facing serious unemployment problems coupled with a declining standard of living. It is in this context, that this paper examines ways of re-strategizing TVET for sustainable socio-economic transformation in developing countries. To approach the issue, concepts of socio-economic development, roles of TVET in socio-economic transformation, the state of TVE in developing countries were also discussed. Identified ways of re-strategizing TVET for sustainable development includes: increased funding, improve quality and relevance of TVET program delivery, encouraging the participation of industry and private sector, integrating entrepreneurship training both in theory and practice, introducing a workable insurance scheme for the victims of accident during practice session to cover both the trainees and the trainer, among others.

ENTREPRENEURSHIP IN TECHNICAL VOCATIONAL EDUCATION AND TRAINING FOR SELF RELIANCE.

Abstract
. High rate of unemployment among Nigerians, most especially Youths, has called for the proper implementation of entrepreneurship education in technical vocational education and training (TVET) at all levels of education. This is to reduce poverty, hunger, violence and social delinquent behavior among others. Entrepreneurship education in TVET will enhance the management skills of Nigerian youths in their quest to set up their own businesses after graduation. Because most youths graduate from school without the needed skills or competencies that will enable them function in today's emerging society. Entrepreneurship education should be given immediate attention by all stakeholders. Even though, there are challenges, but there is no any challenge without the way out. Other things considered were: Entrepreneurship Education, Characteristics of an Entrepreneurship, The Role of TVET in Job Creation for Self-reliance, Empowering TVET through Entrepreneurship for Self-reliance, Methods of Developing Entrepreneurial Education in TVET for Self-Reliance, Challenges, Strategies, summary and conclusion. Consequently, the paper concluded with recommendations that entrepreneurship education should be properly implemented and made mandatory to all technical vocational education and training students at all levels with proper funding by Government. And also to provide with materials and financial support from other agency like education tax fund (ETF) and non-Government organization (NGOs).

THE PERCEPTION OF TIMBER SAWYERS AND CHARCOAL MAKERS ON THE EFFECTS OF DEFORESTATION ON CLIMATE CHANGE

Abstract
Climate change and its devastating effects to human existence and environmental biodiversity have for some time now being a major challenge all round the globe. The study focuses on the perception of timber Sawyers and charcoal makers in north Central Zone of Nigeria, on the factors responsible for deforestation and their effects on climate change. A descriptive survey design was adopted for the study while three research questions were posed to guide the study. A 37-item structured questionnaire was used for data collection. The instrument was validated by three experts and had a reliability coefficient of 0.89 using Cronbach Alpha. The research questions were answered using the mean and standard deviation. The results revealed that logging for timber production, production of charcoal and firewood for cooking, bush burning and bush clearing for farming activities are the greatest factors for deforestation. Air pollution, excessive gully erosion, desertification, excessive floods, depletion of the ozone layer and global warming were found to be the effects of deforestation activities. Timber sawyers and charcoal makers agreed that advocacy on the dangers of deforestation activities on climate change, the use of alternative safe sources of clean energy, aforestation and climate adaptation programmes are some solutions for deforestation and climate change. The study recommended that reforestation programme be revitalized, households be encouraged to switch to renewable source of energy for their cooking, trees should be planted in both residential and industrial areas to absorb polluted gases, NYSC participants to plant one tree each as part of their graduation activities and stiffer penalties for bush burning and illegal logging activities.

Vocational and Technical Teacher Education: A Panacea to Security Challenges in Nigeria

Abstract
This paper had been able to discuss the concept of Vocational and Technical Education, the concept of security and its challenges and furthermore how Vocational and Technical Education can ameliorate security challenges. The paper therefore made some suggestions as to repositioning Vocational and Technical Education by including peace education into the curriculum of all Vocational and Technical Education programmes (Agricultural Science Education, Fine and Applied Arts, Business Education, Industrial Education, Computer Education and Home Economics and Catering Hospitality Education), and that government should improve in the funding of Vocational and Technical Education programmes amongst others.

FUNCTIONAL ENTREPRENEURSHIP EDUCATION: ANTIDOTE TO NIGERIA DEVELOPMENT IN 21ST CENTURY.

Abstract
Education is believed to be the key to effective development strategies, Entrepreneurship education is the master key that can alleviate poverty, promote peace, improve capacity building, improve quality of life for all and help to achieve sustainable development. This could be possible when relevant/appropriate skills, competencies and techniques are inculcated into the recipients that can lead to job creation viz-a-vise self-reliance. Therefore, this paper examines how functional Entrepreneurship Education could be an Antidote to Nigerian development. The challenges of functional Entrepreneurship Education were also discussed. Finally, the paper advanced some suggestions on how to overcome the challenges so as to enhance Nigeria Development.

ASSESSMENT OF COMMUNICATIVE COMPETENCIES POSSESSED AND DEMONSTRATED BY TECHNICAL COLLEGE CRAFTSMEN EMPLOYED IN TERTIARY INSTITUTIONS IN ANAMBRA STATE, NIGERIA

Abstract
The study focused on the assessment of communicative competencies acquired and demonstrated by the technical college Auto-Mechanics craftsmen employed in tertiary institution in Anambra state, Nigeria. One research question and one null hypothesis each was used for the study. Survey research design was employed for its relevance in descriptive study and audience research. There was no sample because the population was considered manageable. Questionnaire was used to collect data from the respondents and was analyzed using mean, standard deviation and the hypothesis was tested using t-test at 0.05 degree of confidence. The study revealed that the technical college products, possessed and demonstrated 8 out of the nine communicative competencies traits studied. It is recommended that government should continue to provide and improve on the provision of the necessary resources input to sustain the programme among others.

A CHRONICLE OF THE EMERGENCE OF MODERN NIGERIAN ART

Abstract
The divergent views being held by most art historians concerning the emergence of modern Nigerian art have been very worrisome. This disharmony if not meticulously handled would throw posterity into an unwarranted dilemma. This paper seeks to unravel chronologically all the important art activities that form the genesis of modern Nigerian art. This will demystify the contradicting propositions and help establish a reliable authentic view with regard to the forerunners. Previously published materials concerning this issue were consulted and critical comparative analysis was carried out. The result is a logical chronological revelation of all the pioneers' contributions and a convincing resolution of who first handled the baton in the relay race of modern Nigerian art formation and who he handed it over to.

PRODUCTION OF CEMENT BONDED CEILING BOARD USING SAWDUST AND WASTEPAPER

Abstract
Cement bonded composite boards produced from wastepaper and sawdust at densities of 1000, 1200, 1300, kg/m3 and fibre to cement mix ratios of 2:1, 5:2, 3:1 and 7:2 were investigated. The influence of density and mixing ratio on the water absorption (WA), thickness swelling (TS), modulus of rupture (MOR) and modulus of elasticity (MOE) were also determined. Increase in board density and mixing ratio caused decreased in WA and TS and increase in MOR and MOE. Cement bonded composite board samples produced at high board density and mixing ratio levels between 3:1 and 7:2 exhibits highest properties. The WA, TS, MOR and MOE were significantly affected by the board density and mix ratio. Waste materials are suitable for building construction especially the interior components like ceiling installation, partitioning, cladding and table tops for low income Nigerian.

LOCATION AS A FACTOR IN THE PREDICTION OF RETENTION IN AUTOMOBILE TECHNOLOGY

Abstract:
This study compared two groups of four technical college classes studying automobile engine. One group of two schools is located in rural area and the other group, also from two schools, is located in urban area. They learned automobile engine using computer simulation based on a dynamic, three-dimensional model of automobile engine. The study adopted a pretest, posttest, control group, quasi-experimental research design. There were three weeks (of 45 minutes each) of treatment for the study. Cognitive achievement multiple choice test was used to obtain data for cognitive achievement. Psychomotor rating scale was used to obtain psychomotor performance of the students. The arithmetic mean score of cognitive achievement multiple choice test and psychomotor rating scale constituted the retention score. The correlation coefficients of stability were 0.82 and 0.94 for cognitive achievement and psychomotor performance respectively. The area of the study is Enugu State of Nigeria. 526 NTC 1 (average of 16-17 years old) students of Motor Vehicle Mechanics’ Work formed the population of the study; while 106 students were sampled from 4 schools out of the 22 schools managed by Science Technical and Vocational Schools Management Board (STVSMB), Enugu. Arithmetic mean was utilised to answer the research question, while the hypothesis was tested using Analysis of Covariance (ANCOVA) tested at .05 level of significance. The study found that the effect of computer simulation teaching technique on students’ retention in automobile engine is greater in rural students than in urban students. It was also found that the difference was significant. Based on the findings, one of the recommendations made is that since rural students performed better than the urban students, the urban students should be guided properly in order to maximize their academic potentialities.

ASSESSMENT OF THE SKILLS POSSESSED BY TEACHERS OF METALWORK IN THE USE OF INTERACTIVE WHITEBOARD IN TECHNICAL COLLEGES IN OYO STATE

Abstract
The purpose of this study was to assess the skills possessed by the teachers of metalwork in the use of interactive whiteboard in technical colleges in Oyo State. Two research questions guided the study. A survey research design was adopted for the study. The population for the study comprised of all the 35 metalwork teachers in the technical colleges in Oyo State. A structured questionnaire consisting of 32 items was used for data collection. Three experts from the Department of Vocational Teacher Education, University of Nigeria, Nsukka, face validated the instrument. The reliability co-efficience of the instrument was 0.86. Data collected were analyzed using mean and standard deviation for the research questions. It was found from the study that ten skills were not possessed by metalwork teachers in the use of interactive whiteboard, while one pedagogical skill was not possessed. It was recommended that regular and systematic retraining should be organized for metalwork teachers who lack required skills in using this technology. 2

LEVEL OF UTILIZATION OF COMPUTER-AIDED DESIGN, INSTRUCTION AND LEARNING BY COMPUTER EDUCATION LECTURERS AND TECHNICAL INSTRUCTORS IN THE COLLEGES OF EDUCATION IN SOUTH-EAST NIGERIA

Abstract
This study was designed to examine the level of utilization of computer-aided design, instruction, and learning (CAD, CAI, and CAL) by Computer Education Lecturers and Technical Instructors in the Federal Colleges of Education in South-East Nigeria. The study comprised twenty-six (26) Computer Education Lecturers and seven (7) Technical Instructors from the Computer Education Departments of three Federal Colleges of Education used for the study. Thirty-three (33) teachers therefore constituted the entire population used for the study. Three research questions and three null hypotheses guided the study. A structured questionnaire made up of fifty (50) items was used to collect data on the level of utilization of computer-aided education technology (CAD, CAI, and CAL) in the preparation of instructional packages, instruction delivery, and evaluation of students' performance. The research questions were answered using mean and standard deviation, while the t-test was used to test the null hypotheses at 0.05 level of significance. The results revealed, among others, that the level of utilization of CAD, CAI, and CAL among Computer Education Lecturers and Technical Instructors was generally high during evaluation, except during evaluation involving designs, where the mean difference between the two groups of teachers was statistically significant in favour of Computer Education Lecturers. However, during lesson preparation and lesson delivery, Computer Education Lecturers' opinions did not show a high level of utilization in all the items. Computer Education Lecturers were still better than the Technical Instructors, who registered low levels of utilization in most items. Based on the results, it was recommended, among other things, that training should be organized for the two groups of teachers in Computer Education departments of Federal Colleges of Education in South-East Nigeria.

EFFECT OF HYPERMEDIA INSTRUCTIONON ACHIEVEMENT AND INTEREST OF GENERAL METALWORK STUDENTS IN SCIENCE ANDTECHNICAL COLLEGES IN FEDERAL CAPITAL TERRITORY (FCT)

Abstract
This study was to determine the effect of hypermediainstruction on technical college students’ achievementand interest in General Metalwork in Federal Capital Territory (FCT). The study adopted a pre-test, post-test, non-equivalent control group, quasi-experimental research design which involved groups of students in their intact class assigned to experimental group and control group. The population for the study was 102NTC II General Metalwork students which comprised 74 boys and 28 girls. Two research questions and threenull hypotheses tested at 0.05 level of significance, guided the study. The instrument used for data collection wereGeneral Metalwork Achievement Test (GMWTAT) and General Metalwork Interest Inventory (GMWTII). The result of reliability coefficient of GMWTAT was 0.72 while the measure of internal consistency of GMWII yielded reliability coefficient value of 0.85. Mean was used to answer the research questions, while ANCOVA was employed to test the null hypotheses. The study found out that the use of Hypermedia is more effective in improving students’ achievement and interest in General Metalwork than conventional method. Consequently, it was recommended that attention should be accorded information and communication literacy and schools should be equipped with necessary hypermediafacilities to leverage the potentials of ICT in Nigerian schools.

ENTREPRENEURSHIP SKILLS IN MOTOR VEHICLE MECHANIC WORK PROGRAMME FOR ALLEVIATING YOUTH UNEMPLOYMENT

Abstract
The study was aimed at identifying the needed entrepreneurship skills in motor vehicle mechanic work programme at technical college level for alleviating youth unemployment in Nigeria. The population of the study consists of 59 Motor Vehicle Mechanics teachers in all the technical colleges in Niger State and Federal Capital Territory Abuja. The instrument for data collection for this study was a questionnaire developed by the researcher. A total of 59 Motor Vehicle Mechanics teachers that are working in all the technical colleges in the area of the study served as the respondents for the study. The data was analyzed using mean and standard deviation. The findings of the study revealed that: financial and budgeting skills, ability to network and make contacts, ability to determine when to introduce new products, which the customers need, and competency in serving the greatest possible number of customers amongst others were very highly needed in motor vehicle mechanics programme at technical college level. Based on the findings conclusions were drawn and recommendations made amongst which are that; Government should develop entrepreneur internship programme by matching students with locally successful entrepreneurs with clearly stated education programmes especially motor vehicle mechanics programme at technical colleges, funding of entrepreneurship education should be taken seriously by the federal government. This can be achieved through increase in the budgetary allocation to educational sector to mention but a few

IMPACT OF INFORMATION TECHNOLOGY IN UNIVERSITIES’ ADMINISTRATIVE ACTIVITIES IN ENUGU STATE OF NIGERIA

Abstract
This study was carried out to examine the impact of Information Technology (IT) in universities administrative activities in Enugu State of Nigeria. Three research questions were drawn from the purpose of the study. The population of the study was 350, which comprised of academics and non-academics. The instrument used was a structured questionnaire. The instrument was subjected to face validation by three experts. The reliability coefficient of the instrument was 0.92 using Cronbach Alpha statistics. Mean and standard deviation were used to analyze the three research questions. The study revealed, among other things, that the impact of teleconferencing in the delivery of discussion class encourages intensive interaction. Students innovation and creativity were enhanced through IT by enabling students learn and remember what was taught and improving their competency in their class work. Lecturers use multimedia applications to prepare instructional materials for effective teaching and learning. Teaching and learning of students are enhanced through its dynamic, interactive, flexible, and engaging content. The study further showed that lecturers also use Computer Assisted Instruction (CAI) in delivering instruction to students and carry out evaluation of students performance online (e-evaluation). Based on the findings, it was recommended, among others, that IT facilities should be adequately supplied to all schools by the government for effective running of the schools.

DEMOGRAPHIC VARIABLES AS DETERMINANTS OF INFORMATION AND COMMUNICATION TECHNOLOGY LITERACY AMONG SECONDARY SCHOOL TEACHERS IN EKITI STATE, NIGERIA

Abstract
This study examined ICT literacy as it related to demographic variables such as age, gender, qualification, specialisation and experience of secondary school teachers in Ekiti State. The population for the study consisted of all secondary school teachers in Ekiti State and the sample comprised of 400 teachers from 10 out of the 16 Local Government Areas in Ekiti State. Simple random sampling was used to select forty teachers from 2 schools in each local government. The validity of the instrument was ensured by experts in Social Studies, Computer Science and Educational Management. The reliability of the instrument was ascertained through test-retest method and the reliability coefficient of 0.77 was obtained. Seven hypotheses were formulated and tested at 0.05 level of significance. The data collected were analysed using ANOVA, t-test and regression statistical tools. The study revealed that there is significant difference between ICT literacy and age, gender, experience, specialisation and qualification of secondary school teachers in Ekiti State. It was therefore recommended that government should give moral and financial supports to teachers of all ages, gender, experience, specialisation and qualifications and also organise on-the-job training, conferences and workshops on ICT to enable them incorporate ICT into teaching-learning processes for effective and efficient academic delivery in schools.

OCCUPATIONAL CONTENTS REQUIRED FOR BOOSTING THE ENROLMENT OF STUDENTS INTO INDUSTRIAL TECHNICAL EDUCATION PROGRMME OF UNIVERSITIES IN ENUGU STATE

Abstract
The study determined occupational contents required for boosting enrolment of students into industrial technical education programme of universities in Enugu State. Three research questions guided the study while three null hypotheses formulated were tested at 0.05 level of significance. The study adopted descriptive survey design. The population for the study was 116 comprising 86 lecturers of industrial technical education and 20 instructors. Purposive sampling technique was employed to select 116 lecturers and instructors from the universities offering industrial technical education in Enugu State. The instrument for data collection was structured questionnaire and three experts validated the instrument while Cronbach alpha reliability method was used to determine the internal consistency of the items and a coefficient of 0.84 was obtained. Mean was used to answer three research questions while t test statistic was used to test the null hypotheses at 0.05 level of significance. The study found out 37 technical occupations, 68 tasks and 15 procedures that could be utilized by lecturers to attract students to industrial technical education programmes of Universities. There was no significant difference in the mean responses of lecturers and instructors on the technical occupations, tasks and procedures that could be utilized by lecturers to attract students to industrial technical education programmes of universities. Based on these findings, it was recommended that all the occupational areas and corresponding tasks identified in this study should be integrated to industrial technical education programme of Nigerian universities. It was also recommended that training procedures determined should be employed by lecturers and instructors for effective implementation of industrial technical education programmes

EFFECT OFINSTRUCTIONAL GUIDE FOR TEACHING PRACTICAL SKILLS IN FACING AND DRILLING OPERATIONS ON THE LATHE MACHINE IN TECHNICAL COLLEGES

Abstract
The purpose of the study was to determine the effect of an instructional guide developed by the researcher on the performance of students in facing and drilling operations on the lathe machine. Two purposes, two research questions and two hypotheses were formulated to guide the study. The instrument for data collection was a Practical Exercise Performance Test (PEPT) designed to test students in the major competencies to be acquired in facing and drilling operations. Quasi – Experimental group design was adopted for the study. The mean statistic was used to answer the two research questions while the t-test was used to test the hypotheses. Results showed that students who were taught with the instructional guides performed better than those taught with the conventional lesson plan. There was significant difference (P< 0.05) in the mean performance scores of students taught with the instructional guide and those taught with conventional lesson plans in facing and drilling operations on the lathe machine. The major conclusion of the study is that practical skill acquisition by beginners is enhanced by the use of an instructional guide. It is therefore recommended that the relevant authorities particularly the National Board for Technical Education should include the Practical Skills Instructional Guide as a mandatory instructional material for the teaching of skills in lathe machine operations in technical colleges in the country.

THE IMPACT OF PUBLIC-RELATIONS AND SUPERVISORY DUTIES OF SCHOOL HEADS ON THE IMPLEMENTATION OF UNIVERSAL BASIC EDUCATION IN SOUTH-WEST NIGERIA

Abstract
The study examined the impact of public-relations and supervisory duties of school heads on the implementation of Universal Basic Education (UBE) in South-West, Nigeria. The descriptive research of the survey design was employed. Two sets of validated instruments, School Heads’ Public-Relations and Supervisory Duties Questionnaire and Implementation of Universal Basic Education Questionnaire, were used to collect data from a sample of 1,367. The population of the study consisted of 20,518 school heads and 134,030 teachers in public primary schools as well as 78,847 teachers in public Junior Secondary Schools in South-West, Nigeria. Proportionate random sampling technique was used to select 643 teachers from primary schools and 514 teachers from Junior Secondary Schools as well as 120 school heads from primary schools and 90 school heads from Junior Secondary Schools. The reliability co-efficient obtained for SHPRASDQ and UBEQ through test-retest method were 0.76 and 0.81 respectively. Pearson Product Moment Correlation analysis was used to analyse the data. Two null hypotheses formulated were tested at 0.05 level of significance. The study revealed that there was a significant relationship between public-relations duties of the school heads and the implementation of Universal Basic Education on one hand, and between supervisory duties of the school heads and the implementation of Universal Basic Education on the other hand. It was recommended that school heads should not relent in their efforts at improving the level of public-relations and supervisory duties for effective implementation of UBE.
